When the World Trade Center towers collapsed on September 11, 2001, they released a massive plume of pulverized concrete, asbestos, glass fibers, heavy metals, and burning jet fuel across Lower Manhattan. Responders, cleanup and construction crews, volunteers, residents, office workers, and students were exposed to the debris cloud and contaminated sites for weeks and months afterward.
The James Zadroga 9/11 Health and Compensation Act established two federal programs: the World Trade Center Health Program, which monitors and certifies covered 9/11-related conditions, and the September 11th Victim Compensation Fund (VCF), which compensates eligible claimants for certified illnesses, injuries, and deaths. In 2019, the Never Forget the Heroes Act permanently funded the VCF, extending claim filing through 2090.
Unlike a typical mass tort lawsuit, VCF claims are administrative — evaluated on documented presence in the exposure zone during the covered period and a WTC-related certified condition. Registration deadlines apply and depend on when each condition is certified, which is why early review is recommended.
The VCF is permanently funded and accepting claims through 2090. More than 100,000 responders and survivors are enrolled in the WTC Health Program, and the list of covered conditions — including newly associated cancers — continues to expand. Filing deadlines are individual to each claimant and depend on certification dates.
